The Berlin property market 2025/2026 in figures
The Berlin Committee of Valuation Experts for Property Values (Gutachterausschuss für Grundstückswerte) analyses all notarised purchase contracts. Its figures are therefore the most reliable basis for the Berlin market. In addition, we cite official data on new construction and rents.
Sales market 2025: more sales, stable prices
According to the Property Market Report 2025/2026 (press release of 31.07.2026), 22,912 property purchase contracts were concluded in Berlin in 2025 (+10% compared with 2024), with a turnover of around €16.1 billion (+8%).
Freehold flats and partial ownership (Teileigentum) accounted for 18,303 sales (+10%) with a turnover of around €6.8 billion (+14%). The median purchase price for existing freehold flats was €5,511 per m² of living space (+5%), and in new-build developments €8,108 per m² (+2%). A parking space cost €32,639 on average.
The highest price for a freehold flat was around €6.5 million, or approximately €22,350 per m², in the Mitte locality. Rental apartment buildings cost around €2,035 per m² on average (+6%).
First quarter of 2026
In the first quarter of 2026, the total number of purchase contracts fell to 4,811 (−10%) with a turnover of €2.5 billion (−14%). For freehold flats, 3,434 sales (−6%) with a turnover of €1.33 billion (−5%) were recorded; prices remained almost unchanged. The valuation committee cites geopolitical tensions as one reason for the restraint.
Conversions and new freehold flats
In 2025, 4,117 flats were newly created as freehold flats (−2%). Of these, 3,151 resulted from new construction (+18%) and only 966 from the conversion of rental flats (−37%). The conversion ordinance under § 250 of the Federal Building Code (BauGB), which has applied in a new version since 1 January 2026, further limits this number.
Districts: large differences
The valuation committee reports the highest values in central locations (Mitte, Grunewald). Advertised rents also show marked differences: according to the IBB Housing Market Report 2025, the median advertised rent across Berlin was €15.78 per m² net cold rent, in Mitte €20.00, in Spandau €12.50 and in Marzahn-Hellersdorf €11.56.

Rents for existing tenancies
The Berlin rent index (Mietspiegel) 2026 shows an average local comparative rent of €7.71 per m² net cold rent (2024: €7.21, +6.9%). The gap between existing and advertised rents is therefore large; for new lettings, the rent brake limits the scope.
New construction and housing stock
According to the Statistical Office for Berlin-Brandenburg (Amt für Statistik Berlin-Brandenburg), 11,027 flats were completed in Berlin in 2025, after 15,362 in 2024. Of these, 9,524 were in new buildings (around 35% fewer than in the previous year) and 1,503 resulted from construction work on existing buildings. At the end of 2025, there were around 2.07 million flats in Berlin.
Building permits rose to 13,754 flats in 2025 (+40.7%), the first increase after eight years. Whether this will lead to more completions will only become clear in the coming years.
Other market segments and standard land values
In 2025, single-family and two-family houses cost around €3,830 per m² of value-relevant floor area on average (+1%); Grunewald had the highest price level, at an average of €9,650 per m² of living space. Residential and commercial buildings were at around €1,755 per m² (−4%).
In the standard land values as of 01.01.2026, values for building land for individual housing fell by 5% across Berlin, and for office use in secondary locations and yield-oriented commercial locations by 10 to 25%. For multi-storey residential construction, they remained unchanged.
Assessment
The figures describe averages across very different locations, years of construction and conditions. For a specific flat, comparable sales in the same location, the condition of the building and the rental situation are more meaningful than the Berlin average.
